Two congressmen from Utah have released a discussion draft of a plan for revising management of public lands in eastern Utah to designate areas for possible commercial use, wildlife habitat and other purposes. The Utah Public Lands Initiative Act would involve a series of tradeoffs worked out through bargaining and compromise among interested parties in the state. The initiative would increase the amount of area designated for wilderness while protecting valid existing rights in those areas, notably singling out grazing rights for protection. It would protect state authority over water in terms of rights, adjudication and beneficial uses. Lands in eastern Utah open as of Jan. 1 to energy and mineral development would be managed especially for those purposes under the terms of the draft plan. That area includes the Uinta Basin, rich in natural gas. The Interior Department would not be allowed to indefinitely delay leases, nor would Interior be allowed to withdraw or cancel leases without a finding that lease terms had been violated. Interior adjudication of lease protests would be streamlined.
