The Octagon Room served as the nerve center for British and U.S. military chiefs during World War II and was used to plan the defeat of Nazi Germany. The historic office now belongs to Joe Pizarchik, who says working there gives him some perspective on his responsibility for making sure pollution from coal mines gets cleaned up. "What I'm dealing with is nothing compared to what they had to," he says. Pizarchik has led the Office of Surface Mining Reclamation and Enforcement in the Interior Department since early in the Obama administration. That puts him in the middle of what critics describe as Obama's War on Coal. Pizarchik puts it very differently: His office is enforcing the law to make sure modern mines don't generate the kinds of toxic discharges that were the norm when he was growing up in Western Pennsylvania.
