Fifteen Republican senators joined with the Senate Democratic caucus Jan. 21 to agree with the scientific consensus that human activity contributes to climate change, as Democrats sought to put the Republicans on the record about their position on the issue. That amendment from Sen. John Hoeven (R-N.D.) failed to meet the 60-vote threshold to be included as part of the broader Keystone XL pipeline legislation (S. 1) under consideration in the Senate. It failed after Hoeven, Sen. Richard Shelby (R-Ala.) and Sen. David Vit-ter (R-La.) changed their votes at the last minute.
