Putting a tax on carbon pollution remains the most efficient approach for reducing greenhouse gases, but it also could generate revenue Congress could use to cut federal deficits and federal income taxes, the World Resources Institute said in an April 30 report. "We cannot continue to use the atmosphere as a dumping ground for carbon pollution," WRI President Andrew Steer said at a forum highlighting the report, "Putting a Price on Carbon: A Handbook for U.S. Policymakers." Steer said carbon pricing "should be a slam dunk" for policy makers. But he acknowledged that there is little congressional appetite for such policies after Democratic-led cap-and-trade legislation collapsed in the Senate in 2010.
