The House passed legislation (S. 611) by voice vote Nov. 30 that would authorize $90 million over six years to provide more training and technical assistance to small, rural drinking water utilities. Specifically, the Grassroots Rural and Small Community Water Systems Assistance Act would provide $15 million annually from fiscal year 2015 through fiscal 2020 to finance, among other things, "circuit riders," those with technical expertise who travel from community to community helping them with the operation of their drinking water systems.
