For the foregoing reasons, the Court hereby ORDERS that 1. Plaintiffs' Motion for Summary Judgment at Docket 107 is DENIED; 2. ConocoPhillips' and the Corps' Cross Motions for Summary Judgment at Docket 127 and 131, respectively, are GRANTED; and 3. The Clerk of Court is directed to enter judgment accordingly.
