Publicly owned utilities need to find engineering solutions to manage wastewater during infrequent episodes of torrential rains, because the processes applied during normal, dry conditions do not work, wastewater engineering experts said June 19. Moreover, the process of blending is specific to each wastewater treatment plant and varies with differences in flow, infrastructure, geography and other factors, said Julian Sandino, CH2M Hill vice president and technology senior fellow with the Water Business Group. Sandino said the public health impacts of blending are acute, not chronic, and should be considered in the larger context of considering impacts from nonpoint sources if engineers are to design treatment plants that minimize the need for blending.
