The Environmental Protection Agency is proposing several revisions to its air pollution standards for oil and natural gas wells, but the agency said the changes are not expected to alter the kinds of pollution controls that will be required (79 Fed. Reg. 41,752). The EPA agreed to review aspects of its new source performance standards for oil and natural gas wells after it received several petitions seeking clarification before the Jan. 1, 2015, compliance date, according to the proposed rule published July 17 (RIN 2060-AS01). The EPA said its proposed rule would clarify requirements for well completions, vapor recovery control requirements for some storage vessels and leak detection requirements for small natural gas processing plants and those located on the Alaskan North Slope. The EPA's proposal would also remove the affirmative defense provisions for emissions violations during periods of startup, shutdown and malfunction.
