The head of the largest union representing Environmental Protection Agency employees criticized Administrator Gina McCarthy for not doing enough to discipline problem managers and for welcoming changes to civil service regulations that would make it easier to fire employees. Current agency leadership has failed to manage effectively, while staff-level employees end up being blamed for many of the problems, according to a July 14 letter from Karen Kellen, president of the American Federation of Government Employees Council 238. The letter said managers should be held "to the same standards that they hold rank and file employees" rather than making it easier to fire employees.
