Environmental Protection Agency regulations that have a significant impact on the economy would have to get specific approval by Congress before they could take effect under a House bill introduced July 9 by Rep. Sam Graves (R-Mo.). The Stop the EPA Act of 2014 (H.R. 5034) also would immediately halt action by the agency on all pending rules until the EPA completes a review of the economic impact of all existing regulations. The bill would amend the Congressional Review Act, signed into law in 1996, which provides a mechanism for Congress to vote down federal regulations using a joint resolution of disapproval.
