Anew national strategy is needed to more systematically and proactively reduce flood risks from coastal storm surges along the East and Gulf coasts of the U.S., according to a report released July 23 by the National Research Council. The report said the federal government should work with state and local agencies to develop and implement a strategy that shifts the U.S. from a nation that is primarily reactive to coastal disasters to one that "invests wisely" in coastal risk reduction and builds resilience in coastal communities.
