The existing hazardous air pollutant emissions standards for flexible polyurethane foam production are sufficient to protect public health, the Environmental Protection Agency said in a final rule to be published Aug. 15 in the Federal Register. Although the EPA's final rule (RIN 2060-AR58 ) determined that no new controls are necessary, it does remove an exemption that allows the production facilities to exceed the hazardous air pollutant emissions standards during periods when machinery is starting up, shutting down or malfunctioning.
