EPA Has 'Serious Concerns' About Expansion Of BP Refinery Dock on Puget Sound

The Environmental Protection Agency said oil tanker traffic on Puget Sound is likely to increase-and with it the potential for spills-with the expansion of dock facilities at a BP refinery. Although the dock expansion was completed long ago, the unresolved dispute over its environmental impacts could lead to new conditions on the permit, including limits on how much oil could be shipped from it. The warning came Aug. 6 in EPA comments on a draft environmental impact statement on the dock expansion at the BP Cherry Point Refinery on north Puget Sound. A dock addition was granted a permit by the U.S. Army Corps of Engineers and completed in 2001 without benefit of an EIS. In 2005, a Ninth Circuit panel ruled that the corps must conduct an EIS after the environmental group Ocean Advocates brought suit.
