The NOAA Fisheries Service proposes to designate parts of the seas off Alaska's northern and western coasts as critical habitat for the Arctic ringed seal, a designation that could have "modest" economic impacts on oil and natural gas development plans, according to a proposed rule released Dec. 2. The Arctic ringed seal was designated as threatened under the Endangered Species Act in 2012 because of climate change, which can shrink the extent of the sea ice that serves as the subspecies' preferred habitat (44 ER 54, 1/4/13). The proposed designation of critical habitat would cover the territory occupied by the seal in the Chukchi and Beaufort Seas and the northern Bering Sea.
