Sen. Mike Johanns (R-Neb.) has introduced a package of legislation to promote transparency and accountability in the Environmental Protection Agency's regulatory procedures. The package of four bills, introduced Feb. 13, would direct EPA's inspector general to report to Congress twice a year on the agency's progress toward meeting regulatory reporting requirements, would authorize weekly cuts to EPA's budget if the agency fails to meet legal deadlines for regulatory agenda-setting, would require EPA to better coordinate with states on air quality standards, and would make agency guidance documents subject to congressional review.
