California has unveiled a plan to put 1.5 million zero-emission vehicles (ZEVs) on the state's roads by 2025. Released Feb. 5 by the Office of Planning and Research, the 2013 ZEV Action Plan comes nearly a year after Gov. Jerry Brown (D) issued an executive order setting the ambitious goal and requiring urban areas to provide infrastructure to support hydrogen fuel cell electric vehicles, plug-in electric vehicles, and plug-in hybrids.
