The Environmental Protection Agency announced a multiyear, $243 million plan April 5 to dredge polychlorinated biphenyls from a river near Massena, N.Y., that was contaminated from past industrial activity at a nearby Alcoa aluminum plant. The plan, which is contained in a record of decision for the superfund site, includes the removal of 109,000 cubic yards of PCB-contaminated sediment from a 7.2 miles stretch of the Grasse River.
