The Maryland General Assembly on April 8 approved an "agricultural certainty program" under S.B. 1029 that would offer farmers a 10-year reprieve from certain new regulations if they voluntarily take steps that eventually will be required to meet the reduced pollution loads envisioned for 2025 under the Environmental Protection Agency's Chesapeake Bay cleanup program.
