Regional, national, and sub-national carbon pricing initiatives are emerging in the absence of strong international carbon markets, according to a new report by the World Bank. More than 40 national and 20 sub-national jurisdictions have implemented or are considering carbon pricing mechanisms, according to Mapping Carbon Pricing Initiatives-Developments and Prospects. Mechanisms to prevent prices from falling too low or rising too high are being introduced in many new carbon pricing schemes, the report says. These features are being introduced partly in response to current historic lows for carbon prices, which fell after the economic downturn in 2008 and 2009 lowered industrial output and subsequent demand for carbon assets used for compliance, according to the report.
