The Energy Department may restart its long-stalled loan guarantee program, according to a strategic plan released Dec. 4. A draft of the department's Strategic Plan 2014-2018 lauded the role of the agency's loan guarantee programs and said it plans to use "federal credit authorities" to support a range of clean energy and other technologies. The department, which last finalized a loan guarantee in September 2011, has $51 billion in unused loan and loan guarantee authority and about $4.4 billion in unused credit subsidy appropriations, according to a March report from the Government Accountability Office.
