The Interior Department said it is considering competitive bidding for public land leased to solar and wind energy developers to obtain market value for the land and to ensure a fairer selection process. In an advance notice of proposed rulemaking published in the Federal Register Dec. 29, the department's Bureau of Land Management said the proposal would apply only to public land within designated solar and wind energy development areas and would give BLM the authority to offer right-of-way leases through a nomination and competitive process instead of the simple application process currently used (77 Fed. Reg. 81.906).
