House Republicans are asking the White House to block a proposed rule the Environmental Protection Agency expects to issue this month that would require new and modified power plants to control greenhouse gas emissions. Energy and Commerce Committee Chairman Fred Upton (R-Mich.), Energy and Power Subcommittee Chairman Ed Whitfield (R-Ky.), and Rep. Joe Barton (RTexas) in a Feb. 1 letter ailed EPA's pending proposed rule for new source pe jrmance standards for greenhouse gas emissions from power plants "a back door cap-and-tax regime." The letter asked Jeffrey Zients, acting director of the White House Office of Management and Budget, which is reviewing EPA's proposed rule, to block the agency from proposing it.
