The House Energy and Commerce Committee on Feb. 7 approved a bill to shift permitting authority for the Keystone XL oil pipeline from the State Department to the Federal Energy Regulatory Commission. Committee Republicans said the bill (H.R. 3548), which fiijii tfie panel on a mostly party-line vote of 33-20, is necessary because of president Obama's decision in January to deny a permit for the pipeline. Democrats said the bill represents special interest legislation to secure approval for a single company, TransCanada Corp., to ship at least 700,000 barrels per day of crude oil from the Alberta oil sands to Gulf Coast refineries.
