Three regional offices of the Environmental Protection Agency need to do a better job of documenting their work on Clean Water Act permits for surface coal mining, according to a report by the EPA inspector general. Congress had asked the inspector general to examine the handling of applications for Clean Water Act Section 404 dredge-and-fill permits in EPA Regions 3, 4, and 5, which include central Appalachia. The inspector general said in the report that the examination found that EPA staff were keeping inadequate records to such an extent that the agency risks being out of compliance with the Federal Records Act. The Feb. 2 report is titled EPA Should Strengthen Records Management on Clean Water Act Section 404 Permit Notification Reviews for Surface Coal Mining.
