The Virginia House of Delegates and Senate have approved legislation to consolidate separate erosion, sediment, and post-contruction stormwater control statutes. According to the state Department of Planning and Budget, the legislation would establish "one-stop shopping" for localities and businesses planning a major land-disturbing project. Currently, localities must certify erosion, sediment, and stormwater programs separately, which requires two to three trips to Richmond. If enacted, the legislation would allow localities and businesses planning major projects to make the trip to certify their water programs once, according to the department. Projects at issue would be those crossing local jurisdictional boundaries, such as those involving utilities, interstate and intrastate pipelines, and railroads.
