Utilities are concerned that they will not have enough time to comply with two new air quality rules, fearing a potential "train wreck" of conflicting regulations converging over the next two to three years. Implementation of new mercury and air toxics emissions standards, which were finalized by the Environmental Protection Agency in December 2011 and would set strict limits for power plants, raises a number of issues for the Edison Electric Institute, Michael Rossler, EEI's manager for environmental programs, said during the 2012 Energy, Utility, and Environment Conference Jan. 30-Feb. 1. The compliance timeline is the most important issue, he said.
