Anchorage's decades-old vehicle emissions testing program for carbon monoxide and hydrocarbons will end March 1, after the municipal Assembly passed an ordinance terminating the program. The assembly action came after the U.S. Environmental Protection Agency on Jan. 9 approved the state's latest air quality plan, concluding that Anchorage could meet the National Ambient Air Quality Standard for carbon monoxide without the emissions testing program.
