Faced with eroding support among Republicans, House Republican leaders decided to break up a multiyear transportation reauthorization bill (H.R. 7) and will consider separately provisions that would greatly expand U.S. oil and gas production.The decision represents an abrupt about-face for House Speaker John Boehner (R-Ohio), who for weeks has championed a transportation reauthorization bill that would be linked to revenues from future U.S. energy development (43 ER 269, 2/3/12).Floor debate on the energy provisions began Feb. 15 as the House tried to work through 20 energy-related amendments.
