The Agriculture Department's proposed fiscal year 2013 budget would provide $6.1 billion in direct loans to help fossil fuel power plants reduce carbon dioxide emissions and to support renewable energy generation, transmission, and distribution across rural America.USDA, however, is requesting $224 million, less than one-third of the $707 million it received in FY 2012, for a voluntary program to restore wetlands through conservation easements.Overall, President Obama's $3.8 trillion budget would bump up USDA's total funding from about $147 billion to about $154.5 billion, according to a USDA budget summary.
