The Environmental Protection Agency is embracing greater flexibility in the sequencing of water pollution control projects in its draft framework to integrate stormwater and wastewater planning, agency officials told state regulators and municipal utility executives Feb. 13.That flexibility will focus on addressing the most pressing local pollution problems first, in a cost-effective manner that does not compromise Clean Water Act compliance, said Mark Pollins, director of the water division of EPA's Office of Civil Enforcement.
