An Energy Independence and Security Act requirement that mandates 36 billion gallons of biofuel in the nation's fuel supply by 2022 is unlikely to be met, the Energy Department's independent statistical arm said in a report released June 25. Although the Energy Information Administration said in its Annual Energy Outlook 2012 that biofuel production is expected to increase substantially, "financial and technological hurdles" are expected to delay the start of advanced biofuel and cellulosic ethanol production projects.
