Federal and state agencies should increase early collaborations in environmental impact statements to work effectively within National Environmental Policy Act regulations when beginning infrastructure projects, the Regional Plan Association recommended in a report released June 28. The report by RPA, a research and advocacy group that focuses on urban issues in the New Jersey, New York, and Connecticut region, also recommended integrating planning and environmental reviews to hash out issues and conflicts before the start of the NEPA process.
