Albany, N.Y.-Electric power plants will be required to conduct a comprehensive environmental justice analysis before receiving New York state approval to expand or build a major new facility under a regulation (6 NYCRR Part 487) announced June 28 by the Department of Environmental Conservation (DEC). The regulation, which the state called the first of its kind, was adopted along with a separate regulation (6 NYCRR Part 251) that sets limits on carbon dioxide emissions from new and expanded electricity generating facilities.
