Legislation that would phase out the Energy Department's loan guarantee program would not increase protections for taxpayers and could actually put taxpayer dollars at risk, a senior department official testified before House lawmakers July 12. David G. Frantz, acting executive director of the department's Loan Programs Office, told a joint hearing of House Energy and Commerce subcommittees that the No More Solyndras Act would hinder DOE's ability to issue loan guarantees for new nuclear and renewable technology.
