West Virginia's secretary of state has approved an emergency rule for Marcellus Shale natural gas development that sets new permit application requirements for operators drilling horizontal wells and new operational rules to protect land and water. The rule, issued Aug. 22 by the West Virginia Department of Environmental Protection (WVDEP), took effect immediately.
