Sacramento County will be able to apply for a state permit to sell recycled sewage effluent as a new source of water to help finance costly sewage treatment plant upgrades under a bill signed into law by California Gov. Jerry Brown (D). The bill was one of several environmental measures signed by the governor Sept. 6. At the same time, Brown vetoed two bills aimed at amending California Air Resources Board policy and regulations.
