The Maryland Department of Agriculture has proposed changes to the state's nutrient management regulations that would bar wastewater treatment plant operators from applying sewage sludge to farm land in winter. The proposed changes, which were sent to the General Assembly's Joint Committee on Administrative, Executive & Legislative Review Oct. 27, are expected to be published in the official Maryland Register in early December. Once published, the revisions would be subject to public comment and could be made final within 45 days, a legislative staffer told BNA Nov. 3.
