Colorado Gov. Bill Ritter (D) submitted a revised state petition April 6 to the Agriculture Department outlining management strategies for 4.2 million acres of roadless national forestlands in the state.rnSeveral conservation groups immediately decried the submission, saying Colorado's plan was unnecessary and would be less protective than the 2001 Roadless Area Conservation Rule promulgated in the final days of the Clinton administration.rnMeanwhile, industry groups cautiously embraced the state's petition as respecting the needs of mining and other minerals development activities in Colorado.
