The Tennessee Department of Environment and Conservation announced June 14 it is fining the Tennessee Valley Authority $11.5 million for the December 2008 breach of an impoundment at the Kingston Fossil Plant that spread coal-combustion waste over 300 acres.The penalties, assessed in a commissioner's order from Environment and Conservation Commissioner Jim Fyke, address violations of the Tennessee Water Quality Control Act and the Tennessee Solid Waste Disposal Act. They include $3 million TVA has already paid to the state.
