Sen. Frank Lautenberg (D-N.J.) introduced legislation July 28 that would amend the Clean Water Act to require better testing of chemical dispersants used in response to oil spills as well as require disclosure of the health effects of the chemicals.rnThe Safe Dispersants Act (S. 3661), co-sponsored by Sens. Benjamin Cardin (D-Md.) and Barbara Mikulski (D-Md.), also would require the Environmental Protection Agency to conduct a study to determine whether additional regulations are needed.
