Diamond Shamrock Refining Co. has agreed to pay $245,227 in penalties for 17 air permit violations including unauthorized releases of sulfur dioxide, carbon monoxide, nitrogen oxides, and volatile organic compounds at its petroleum refinery in Sunray, Texas, the Texas Commission of Environmental Quality announced July 28.rnUnder a settlement agreement approved by the commission July 28, the refinery agreed to offset $122,614 of its fine to a program that will replace or retrofit school buses in the Amarillo and Lubbock areas, the commission said.
