President Obama's budget outline released Feb. 26 estimates that $646 billion will be raised over the next decade from a carbon dioxide emissions cap-and-trade program, with almost 20 percent dedicated to clean-energy technologies and the bulk of revenue going to tax cuts for struggling individuals and families.rnObama's budget proposal for fiscal 2010, which starts Oct. 1, also proposes to eliminate many cherished tax preferences for the oil and natural gas industry worth $31.5 billion over 10 years.rnThe White House said Feb. 26 the budget document provides an overview of the major priorities and spending plan for the coming fiscal year. (See related article in this issue.)rnThe budget proposal assumes that Congress will pass a cap-and-trade program to reduce greenhouse gas emissions within the next two years.rnThe administration estimates climate revenues will commence in fiscal 2012 at $79 billion, with $15 billion dedicated to clean-energy technologies and $64 billion dedicated to a stimulus program called "Making Work Pay," in which individuals will receive refunds in their payroll taxes of $400 and couples will receive $800.rnOver the next 10 years, climate revenues are projected at $120 billion for clean-energy technologies and $526 billion for payroll tax refunds.rnClimate Revenue Placeholder. In a telephone news conference with reporters, senior administration officials described the climate revenue estimate as a "placeholder," meaning it is subject to change depending on future decisions by Congress and the White House.rnThe budget officials, who spoke on background only, would not elaborate on their revenue assumptions, except to say that the starting price for trading allowances would be in the neighborhood of $20 per ton of carbon emissions and rising, which they described as a "conservative" number.
