In a telephone news conference with reporters, senior administration officials described the climate revenue estimate as a "placeholder," meaning it is subject to change depending on future decisions by Congress and the White House.rnThe budget officials, who spoke on background only, would not elaborate on their revenue assumptions, except to say that the starting price for trading allowances would be in the neighborhood of $20 per ton of carbon emissions and rising, which they described as a "conservative" number.
