Rep. Lloyd Doggett (D-Texas), who introduced a climate bill in 2008 specifically crafted to give the Ways and Means Committee primary jurisdiction, is expected to introduce a new bill in coming months.rnRangel said Congress appears "prepared to move on this very, very important issue" and said President Obama's call for cap-and-trade legislation in his Feb. 24 address to Congress boosts prospects of congressional passage.
