The Texas Commission on Environmental Quality April 22 approved an agreed order requiring Huntsman Petrochemical Co. of Port Neches to pay $94,172 in fines for failing to prevent unauthorized emissions of volatile organic compounds, ethylene, and ethylene oxide and other violations that affected air quality. The company also failed to monitor its carbon absorption system. The violations occurred on specific dates from October 2007 to April 2008. The company has taken corrective actions including installing field wiring guards to prevent accidental shutdowns of a cracked gas compressor and monitoring the plant's carbon absorption system. The order additionally requires Huntsman to submit documentation to state regulators that personnel have been trained to prevent errors that caused a VOC emissions release in March 2008. The company also must train workers to ensure emission events are properly reported. Commissioners agreed to offset one-half of the penalty after Huntsman completes a supplemental environmental project. Huntsman will contribute to a Jefferson County program to retrofit/ replace heavy equipment and vehicles with alternative fuel equipment such as propane-powered light-duty and heavy equipment.
