Failure by the United States to take steps toward a "strong, mandatory, nationwide climate and energy plan" could derail international negotiations at the upcoming United Nations conference in Copenhagen, the State Department's climate change envoy told the Senate Foreign Relations Committee April 22. "There will be no new global deal if the United States is not part of it, and we won't be part of it unless we are at least on track to enact our own robust domestic plan," Todd Stern told the committee.rnU.N. member countries will meet in Copenhagen in December to try to finalize an agreement to replace the 1997 Kyoto Protocol when its mandates for reduction of greenhouse gas emissions expire in 2012. The first round of preliminary talks concluded in Bonn April 8. A second round of negotiations will be held in Bonn June 1-12, when draft texts for the proposed treaty will be debated (40 ER 811, 4/10/09).
