Arnold Schwarzenegger (R) signed into law Oct. 10-12 more than three dozen energy- and environment-related bills.rnMost of the measures target air pollutants, greenhouse gases, and hazardous wastes, or are intended to boost the number of "green" jobs in the state.rnNone of the bills, however, addresses the state's pressing need to overhaul its water management systems. Efforts to negotiate legislation to address how to protect and restore the Sacramento-San Joaquin Delta and balance the agricultural and urban demands on the water system failed.rnOn Oct. 12 Schwarzenegger called a special legislative session to continue the negotiations.rn"I'm optimistic that this is going to turn out really well," he said of the special session.
