Senate legislation (S. 1733) to cap U.S. greenhouse gas emissions and to spur new job creation in alternative energy and less energy-intensive industries may still fall short of replacing the oil, gas, and coal industry jobs that are lost as the emissions caps are implemented, the head of the Congressional Budget Office said Oct. 14.rnCongressional Budget Office Director Douglas El-mendorf told members of the Senate Energy and Natural Resources Committee that imposing mandatory caps on carbon and providing new incentives for renewable energy would boost employment in the wind and solar energy sectors as well as in less energy-intensive manufacturing.rnBut he said it is less than clear whether the growth in such green jobs over the period covered by the legislation (2012-2050) would offset jobs lost in oil, gas, and other fossil fuel industries as result of the cap on emissions.
