Calling it "a new way of doing business," the Environmental Protection Agency has revised procedures for EPA regional offices to follow in negotiating settlements with responsible parties for superfund site cleanups.rnElliot Gilberg, acting director of EPA's Office of Site Remediation Enforcement, said in a Sept. 30 memo to regional superfund directors that negotiations for remedial design and remedial action have grown too lengthy "over the years." The new interim policy "emphasizes promptly concluding RD/RA negotiations and more aggressively utilizing our enforcement tools," he said.rnRemedial design and remedial action negotiation is what EPA calls its process for reaching formal agreement with potentially responsible parties on the specifics of implementing a cleanup. Negotiations are carried out at the regional level and frequently conclude in a court-approved settlement.
