The Idaho Board of Environmental Quality Oct. 7 adopted a rule to establish minimum requirements for an expanded vehicle emissions testing program in metropolitan Boise. A portion of the Boise metropolitan area has had an inspection and maintenance program for 25 years through the local Ada County Air Quality Board. Under the new rule, the department will seek requests for proposals from local entities in Ada and Canyon counties for inspection and maintenance programs. It is unclear if there might be several inspection/maintenance programs under different entities or a single program under the current board, Martin Bauer, administrator for the Department of Environmental Quality's air quality division, said. The rule was prompted by a 2008 bill (H.B. 586) on emissions testing. Legislators were concerned about the growing concern over possible nonattainment for ozone in the Boise area.
