Urgent decisions on what to do about climate change raise the stakes in the choice for the next administrator of the Environmental Protection Agency. Asked about the top issues for EPA in the next administration, Scott Schlesinger, vice president for government affairs at the Environmental Technology Council, said, "I think there are three: Global warming, global warming, and global warming." Kevin Gaynor, an attorney with Vinson & Elkins, told BNA that a number of tough issues, such as whether to pursue greenhouse gas regulations under the Clean Air Act and how to persuade Congress to pass legislation establishing an emissions cap-and-trade program, will require an administrator of exceptional political skills. That will be especially true if Sen. John McCain (R-Ariz.) wins the election because he would have to work with a Democratic Congress, according to Gaynor.
